When product owned the meter

Finance owned freeze rights in the Leeds case because invoices were their risk. Product then shipped a grain change on a Tuesday. The invoice still closed on Wednesday using last week’s grain. Nobody was wrong inside their own tool.

Usage Meter Studio moves freeze to a named rota that includes product ops. The first two weeks after that change were worse: product delayed a release to wait for freeze, which felt dramatic. By week five they scheduled releases against the freeze calendar the way they already scheduled against app-store review.

Ownership is not “product can override finance.” Ownership is “one person can say the week is closed, and that person is reachable.” We still require a finance countersignature for GBP invoices over a threshold the company sets. The studio does not pick the threshold.

If your company is three people, the rota is a calendar note, not a committee. Pretending you need a governance forum is how freeze week becomes theatre again.
